On the afternoon of November 27, 2021, the National Library of Viet Nam (NLV) received and worked with the delegation of the Law Commission of the National Assembly (LCNA) on surveying the practice of implementing provisions of the intellectual property legislation at the NLV. At the meeting, Ms. Kieu Thuy Nga, Director of the NLV, presented a report on the implementation of the Intellectual Property Law at the NLV. The Report outlined the main contents on the implementation of intellectual property law provisions at the Library in the construction, development, exploitation, and sharing of information resources, in equipment and use of computer software, in the Library's products and operations; advantages, difficulties, and recommendations, proposals to improve the intellectual property law. At the same time, the delegates gave ideas to strengthen the draft Law amending and supplementing a number of articles of the Intellectual Property Law, as well as measures to execute the Law once it is adopted by the National Assembly.
On the morning of November 26, 2021, Mr. Hans-Peter Glanzer - Ambassador of the Republic of Austria to Viet Nam paid a working visit to the National Library of Viet Nam (NLV). Ms. Kieu Thuy Nga - NLV Director received the delegation. At the working session, Director Kieu Thuy Nga expressed her pleasure to welcome Ambassador Hans-Peter Glanzer, who recently received his assignment in Viet Nam. She took the time to briefly introduce the establishment and development history of the NLV, its information resources,and some outstanding cooperation activities between the NLV and embassies, international organizations in Viet Nam over the past time, including the joint events with the Embassy of the Republic of Austria. Ambassador Hans-Peter Glanzer expressed hisinterest in the tasks and functions of the NLV, especially the legal deposit function, user services, as well as theNLV’s collections and preservation activity. He also highly appreciated the cooperation results of the NLV and embassies of different countries in Ha Noi, and propose cooperation between the two sides in the coming time.
The second executive board meeting of Congress of Southeast Asian Librarians (CONSAL XVIII) chaired by the host country Cambodia was held online on October 22, 2021. At the meeting,thedelegates approved the minute of the first CONSAL XVIII Executive Board meeting taking place in Cambodia in 2019 and discussed contents related to the CONSAL XVIII General Congress in the coming time: format of the conference, time, registration fee, logo, theme, main topics of sessions… The general congress of CONSAL XVIII is scheduled to be held on November 7-8, 2022. However, due to the complicated situation of the COVID-19 pandemic in many countries, it is impossible to decide whether the conference is held face-to-face, online or hybrid, the registration fee has not been decided yet. In addition, the delegates also discussed and reached an agreement on the logo design and main theme of the CONSAL XVIII General Congress: “Libraries united: Rising to the challenge”, activities to commemorate the Golden Jubilee of CONSAL, CONSAL Awards, and timelines for the activity of Call for Paper. Issues of website administration, setting up a CONSAL Facebook account, revising the Country Report template and CONSAL Constitution were also analyzed and discussed bydelegates atthe meeting.
The 86th World Library and Information Congress of the International Federation of Library Associations and Institutions(IFLA WLIC 86) was held online onAugust 17-19, 2021. The IFLA WLIC 86 with the theme “Let’s Work Together for the Future” drew more than 2,750 attendees representing 125 countries to more than 160 sessions, 90 hours of content, and received11,461 online comments from all around the world. The sessions focused on discussing how libraries can join and contribute to the partnership to address two key issues: cultural integration into common development and climate action, based on the library’s efforts in Inspiration-Inclusion-Commitment -Innovation and Sustainability. Following the success of the IFLA WLIC 86, the IFLA General Assembly was held virtually with the participation of hundreds of IFLA members representing libary associations and institutions around the world. The meeting summarized theresults of IFLA’s activities in the last term 2019-2021 under the theme “Let’s Work Together”...
On the afternoon of July 16, 2021, Mr. Patricio Becker - Ambassador of the Republic of Chi Le to Viet Nam visited the National Library of Viet Nam (NLV), Ms. Kieu Thuy Nga - NLV director received the delegation. At the meeting, Ms. Kieu Thuy Nga - NLV director expressed her pleasure to welcome Ambassador Patricio Becker who has just received his assignment in Viet Nam and reviewed the results of cooperation between the National Library of Viet Nam and Embassy of Chile in recent years through a series of cultural events jointly organized by the two sides. Speaking at the meeting, Ambassador Patricio Becker highly appreciated the effective cooperation between the National Library of Viet Nam and Embassy of Chile, and at the same time, he discussed plans to organize cultural events in the coming time. The ambassador suggested that the NLV continues to coordinate exhibition activities on the occasion of the 500th anniversary of the discovery of the Strait of Magellan and the ability to coordinate events on the occasion of the 50th founding anniversary of diplomatic relations between Viet Nam and Chile...
On the morning of April 23, 2021, Ms. Kieu Thuy Nga, Director of the National Library of Viet Nam (NLV) and Ms. Suh Hye Ran, Chief Executive of the National Library of Korea (NLK) signed a Memorandum of Understanding on “Window on Korea” cooperation 2021-2025. The signing ceremony is held in the online form. “Window on Korea” (WOK) is a project by the NLK since 2007 to sponsor Korean and English resources in an effort to introduce the country and people of Korea in many fields, and support installation of open spaces at the selected libraries around the world to access these resources. The project has been effectively implemented at the NLV since 2007 on the basis of the MoU documents between the NLV and the NLK during the periods 2007-2011 and 2016-2020. In nearly 15 years implementing the WOK program, over 10,000 print items and digital resources on various topics in Korean and English have been provided to users in Viet Nam.
In celebration of the Viet Nam Book and Reading Culture Day April 21st and the World Book and Copyright Day April 23rd, with the approval of leader of the Ministry of Culture, Sports and Tourism (MoCST), on April 16, 2021, the National Library of Viet Nam (NLV) in cooperation with agencies under ministries, departments, libraries, schools, international organizations, enterprises… organized the Book Festival 2021 with the theme: “Books – Mission for Reading Culture Development.”. Inheriting and promoting the successes of many years organizing the event, the Book Festival 2021 continues to be held to encourage and develop the reading movement in the community, affirm the position, role and importance of reading culture and value books in social life; honor those doing the work of collecting, composing, publishing, printing, distributing, storing and promoting books; raise awareness of the community about the great significance and importance of reading and developing reading culture for building a knowledge society towards building Vietnamese people being developed comprehensively...

On the morning of April 7, 2021, the French Embassy in Viet Nam cooperated with the National Library of Viet Nam to hold the opening ceremony of the France-Viet Nam Information Portal/Hoa Phuong Vi Digital Library. Mr. Nicolas Warnery, Ambassador of the French Republic to Viet Nam and Ms. Kieu Thuy Nga, Director of the National Library of Viet Nam co-chaired the ceremony. Attending the event, there were Ms. Trinh Thi Thuy, Deputy Minister of Culture, Sports and Tourism); Ms. Nguyen Phuong Hoa, Director of International Cooperation Department, Mr. Pham Quoc Hung, Director of Library Department (Ministry of Culture, Sports and Tourism); Mr. Tran Dac Hien, Director of National Agency for Science and Technology – Ministry of Science and Technology, Mr. Michael Croft, UNESCO Representative to Viet Nam, Mr. Philippe Le Failler, Representative of the French School of the Far East in Ha Noi. On the morning of March 24, 2021, Mr. Nicolas Warnery, Ambassador of the French Republic to Viet Nam visited the National Library of Viet Nam (NLV), Ms. Kieu Thuy Nga, NLV Director received the delegation. At the meeting, the Director extended the Ambassador a warm welcome and took the time to introduce an overview of the history of the NLV’s establishment and development over the past century, gave a brief overview about the diverse collections of the library and outlined the architectural features of the building as well as the reading rooms and storage system of the Library. Ambassador Nicolas Warnery sincerely thanked Ms. Kieu Thuy Nga for taking time to welcome and introduce the Library. He was impressed by the development results that the NLV has achieved during the last years and said that the two peoples of France and Viet Nam also have many similarities such as the love for books and literary works as well as the respect for authors and scholars.
