One of the determinants of performance libraries factors is ensuring the consistency of activities on the basis of standardization. Recognizing the importance of this factor, the National Library of Viet Nam (NLV) developed the project to be submitted to the Ministry of Culture, Sports and Tourism for permission to build standards of Viet Nam in the field of library. This proposal was accepted by the Ministry of Culture, Sports and Tourism.
In two years (2012-2013), with the consent of the Ministry of Culture, Sports and Tourism, the NLV mobilized effort, wisdom, with many individuals and organizations, in accordance with the provisions of Act national standards and technical standards, has completed the construction of national standards on terms and definitions for use in library activities. On 31 December 2013 the Ministry of Science and Technology has published Viet Nam 10274:2013 standards "Library Activities - General Terms and Definitions" (Pursuant to Decision No.4222/QĐ-KHCN 31 December 2013).
TCVN10274:2013 "Library Activities – General Terms and Definitions" includes 152 terms and definitions commonly used in the field of library activities.
With the construction of 109 new terms, this document also cites 43 common terms in the field of library or related to the activities of the library by the Viet Nam 5453:2009 standards Information and Documentation - Vocabulary. In particular: general terms and definitions involved include 34 terms and definitions (11 words are quoted). The types of libraries include 32 terms and definitions (15 words are quoted). The library resources include 35 terms and definitions (8 terms are mentioned) the Organization and occupational activities of the library include 51 terms and definitions (9 terms are mentioned).
TCVN10274:2013 standards are the first national standards in the area of the library. They result urgent needs of society in general and the particular library to progressively normalize all activities of the sector in the current context of integration. The standards will improve the theory of librarianship, to standardize the understanding, define each concept, each research topic. They will help professionals use common terms in document processing, the construction of bibliographic databases and full-text documents; they help users/readers to improve results/effectiveness of information retrieval, facilitate access the exact information consultation, helping to improve the quality and efficiency of library operations.
