On March 27, 2020, the National Library of Viet Nam (NLV) held a meeting to implement the projectof developing the National Standard TCVN: Information and Documentation – Open systems Interconnection – Interlibrary Loan Application Service Definition, led by MAKieu Thuy Nga, NLV Director.
The project is developed on the basis of accepting ISO 10160:2015 Information and documentation– Open Systems Interconnection– Interlibrary Loan Application Service Definition.The development of this standard derives from the actual needs,when the industrial revolution 4.0 is taking place strongly, in which “connection” and “linking” of data information is the key factor, becoming solutions to connectinformation systems for e-government and for automated information analysis systems… In library activities, interlibrary loan is an important service for library users as well as for each library-information institution in Viet Nam when budget for acquisition activity is limited and it is necessary to strengthen the ability to exploit the available sources. Interlibrary loan service and data communication among libraries and between libraries and other information systems in Viet Nam are very few and limited due to the lack of consensus on understanding and specific regulations and guiding documents for implementing this service.
At the meeting, Ms. Kieu Thuy Nga - NLV Director, project manager introduced overview of the project and clearly stated that the goal of the project is to build a unified understanding and definition of interlibrary loan application services to connect open systems and apply for information management software, information processing systems, apply at the library – information centers and enterprises in Viet Nam, ensuring data interconnection. She also stated that the application of this national standard will contribute to reducing the cost of acquiring materials, avoiding duplicate investments, meeting the requirements of quickly and conveniently exploiting the resources of users, thereby improving quality of operation and efficiency of user service at library-information institutions.
Delegates and experts attending the meeting highly appreciated the way of implementing the project, scientific working methods and the benefits that the project brings for library-information activities in terms of management and building electronic libraries, training and socio-economic development… Besides, the opinions exchanged and discussed focused on the following issues: Vietnameseization of words after translation to make them easy to understand and suitable to Viet Nam’s conditions; name of the standard; reference documents will be published during the compilation of the Standard…
The project is implemented in 2 years 2020-2021 and is expected to be completed and published at the end of 2021.
