To perform the tasks of the Ministry of Culture, Sports and Tourism (MoCST) assigned to the National Library of Vietnam (NLV) to compile the standards on terminology and definitions, on July 8th 2016, the NLV organized an acceptance of Project constructing National Standard TCVN "Library activities - Terminology and definitions of library products and services" by Ma. Kieu Thuy Nga - Director as Chairman of the Project, Dr. Le Van Viet as Head of Specialized Technical Subcommittee. Attending the acceptance is Mrs. Dinh Nguyen Phuong Thao - Deputy Director of Department of Science, Technology and Environment, MoCST.
Library products and services are the outcomes of library activities and have a great significance in bringing the value of library to the users to optimally exploit the benefit of each individual and the whole society. Along with the development of the library, the types of related products and services are also constantly innovative and creative. The construction of TCVN "Library activities - Terminology and definitions of the library products and services" will contribute step-by-step to improve the standardization work, fulfill more library specialized terminology system. The unification in the usage of terminology, definitions of library products and services not only brings effectiveness for academic exchange in the country but also creates favorable conditions for the cooperation process, experience exchange, information resources sharing and international exchange between libraries in Viet Nam with those in ASEAN community and the world.
Pursuant to the Contract, the product profile of the Project and the outcomes expressed through the presentation content of Specialized Technical Subcommittee, the Acceptance Council has assessed the quality of the Standard Draft as follows:
- National Standard Draft has well complied with the technical regulations, international commitments that are relevant and harmonized with international standards. Standards ensure the consistency with the standards that have been set and other industry standards, with high consensus on the basis of synthesizing expert opinions in a systematic way; it has acquired, analyzed, assessed, clearly explained, and harmonized the interests of the participants as well as being consulted. The construction order and procedures of National Standards have complied with professional requirements.
- The description of the Standard Draft: Full presentation with details and clearness to see the necessity of Standard construction, the Standards layout and the scientific basis of the terms selection and handling given on Standards, ensuring logic, practicalness and consensus. There are tables comparing the adduction, reference documents, demonstrating the seriousness and carefulness of the Specialized Technical Subcommittee.
- Synthesis report of Project provides all the information related to the Project content includes an overview of the Project and the implementation results ensuring the objectives and requirements.
To make the Standard Draft more complete; however, the Acceptance Council requires the Specialized Technical Subcommittee to finish these following contents: Completing Project documents as regulated; reviewing and refining the content of the Standard Draft to be verified due to the comments of the Board members.
After discussing the assessment, the Acceptance Council of Project constructing National Standard TCVN "Library activities - Terminology and definitions of library products and services" concluded to unanimously send Project constructing National Standard to the Department of Science, Technology and Environment, MoCST to request for the establishment of the Verification Board.
