On 2nd March, 2016, Ministry of Culture, Sports and Tourism (MoCST) held a Board meeting of evaluation and acceptance of science and technology subject at Ministerial level "Renovating managerial organization and operation methods of Vietnam libraries ". Deputy Minister of MoCST Mr. Huynh Vinh Ai holds the Chairman position of the board.
Managerial organization and library operation play important roles which are crucial to the library performance efficiency. In recent years, library operation in our country is dramatically affected by the achievements of science and technology, especially information technology and communications, plus the trend of increasingly profound international integration that is making Vietnam libraries face new challenges in the organization of management and operation. Therefore, innovations are necessary in order to meet existing and future users’ requirements, fulfill the missions of libraries well to the society and the country.
On behalf of the implementation group, MA. Kieu Thuy Nga - Principal investigator presented a brief report on the process and results of the study include the following major contents: To systematize and clarify the theoretical issues of library organization and management model, the operation methods of the library; To assess of the managerial organization status and operation methods of Vietnam library; To propose concrete solutions and provide organizational management model as well as the methods of operation which are feasible for Vietnam libraries in terms of integration with the world's library sector, To implement effectively the work to serve the wide public, fulfill its social mission. Besides, the implementation group also highlighted specific recommendations for the state authorities and the involved authorized agencies.
Acceptance Council has confirmed that this is a difficult, complicated subject, as well as highly appreciated the results achieved. The Council concluded as follows: The implementation group has applied appropriate methods and approaches, implementing research projects meticulously, critically, mobilizing staff with qualifications participating in the study; well carrying out survey methodology, and assessing the situation. Reference system is rich. Information and data are reliable. The urgency to innovate is analyzed and clarified, building suitable models for the current period; The subjects have addressed the goals, content and have full of research products under the signed contract. Resolutions system and organizational management models and appropriate activities method are proposed to implement and apply in practice; Findings of the study are references that help state management agencies in formulating mechanisms and policies for the library sector and references for research, learning and teaching.
The Council agreed with the results of the excellent research study and recommended Principal investigator to supplement according to some comments to finalize the study.
