Ministry of Culture, Sports and Tourism and Ministry of Information and Communication sign in the Cooperation Program for the period 2013-2020

On the 4th of February 2013, the Ministry of Culture, Sports and Tourism (MoCST) and the Ministry of Information and Communication (MIC) held a signing ceremony on the Cooperation Program between the MoCST and the MIC for the period 2013-2020.

This cooperation program is to concretize the strategic plan for Culture Development toward the year 2020 which had been approved by the Premier of the Government at the Decree number 581/QĐ-TTg dated May 6th, 2009. According to this strategic plan, the aim of the culture sector in the field of library is “To build the reading habit among the society contributing to effectively build the future reader generations”, “… to promote the development of commune libraries and reading rooms in the communities, precincts, cultural groups as well as cultural post offices in the highland, border, island and remote areas and minority regions.

Cooperation programs between the two Ministries will combine and promote the provision of post and telecommunications services at the same time with organization of reading services of books and newspapers free of charge for the people of these provinces through the cultural post offices (CPO).

Cooperation programs between the two Ministries for the period 2013-2020 including the following 5 main contents:

  1. To cooperate in strengthening the propagation and instruction the implementation of the cooperation program between the MoCST and the MIC period 2013-2020.
  2. To strengthen the infrastructure, facilities, books and newspapers at CPO.
  3. To compile instruction manuals on library organization at CPO; organization of training classes on library skills for officials of CPO with the view to assure the implementation of reading services at these sites.
  4. To organize the sites survey and inspection to these provinces.
  5. To propose a motion with the Government, Ministries, sectors, local authorities to provide necessary supports to maintain a sustainable development of the CPO models and consider this to be one of the useful and saving models of information provision at grassroots levels at the current socio-economic condition of our country.
