Congress of Việt Nam Library Association term II (2011 – 2016)

On November 24, 2011, the Congress of Việt Nam Library Association term II was taken place in Hanoi with the participation of over 200 delegates representing the entire members of the Association working at all library systems in every part of Việt Nam.

During the past 5 years, although facing with difficulties of a new professional association, the Việt Nam Library Association (VLA) has rapidly stabilized the organizational structure at the centre level as well as established some local association branches and 3 regional joint branches. VLA has also cooperated with other associations and institutions to organize a number of practical and effective activities to promote reading culture and foster professional skills for a large number of library staff in such fields as accession and application of international library standards, expansion of relationships with libraries in Southeast Asian region and in the world contributing to enhance the position of Vietnamese library profession.

At the congress, discussions has helped to completed the Summary Report of the 1^st Term (2006 - 2011) and orientations for the 2^nd Term (2011 - 2016) in such contents as expanding VLA members in the library related sectors, paying more attentions to libraries and operation of association branches, strenthening international cooperation, establishing joint branches of the association in academic library system by reagion or field of training, etc.

The congress has also come to the agreement with orientations of VLA for the 2^nd term (2011 - 2016) that include such key tasks as To promote the advocacy and mobilization among the numerous librarians and those who are interested in and devoted to the cause of library to volunteer to join VLA; To strengthen the organization of VLA from the grassroots to the centre level; To innovate the activities of VLA toward enhancing the practical and attractive sides of the activities; To coordinate with government agencies in the movement of building users-friendly libraries with at least 10% of the entire libraries meeting standard of a users-friendly library; To strengthen activities to protect the legal and legitimate mental and physical interests of library staff; To closely work with management and professional guidance agencies to organize activities to encourage members of the Association to fulfill excelently the aim of building a strong library profession; To take an active part in international collaboration activities with the view to highten position of VLA in the region and the world library communities. An immediate task of VLA is to mobilize and well organize for numerous library staff participating in the XV Congress of Southeast Asian Librarians (CONSAL XV) in Indonesia in May 2012.

Addressing at the congress, Deputy Minister of Culture, Sports and Tourism Hồ Anh Tuấn expressed his hope that Executive Committee members of VLA Term II would uphold the spirit of solidarity, responsibility, dynamic and creativity in directing and managing activities of the Association from grassroots to the centre level to well fulfil resolution of the 2^nd Term Congress to make VLA become a common house that can gather numerous staff working in libraries.

The congress has shown strong innovations since organization of the congress to component of the Executive Committee. Also at the congress, the VLA Executive Committee has given Decisions to admit new members to VLA to the Education Publishing House, CMC Corporation, iGroup Corporation, TED Joint Stock Company, Thang Long Bookstore, Thai Ha Books, Ha The Communication Company Limited, Nam Hoang Company, etc.

To acknowlege contributions to the VLA during the last years, three individuals and three collectives have received Certificate of Merit from the Ministry of Culture, Sport and Tourism; a collective and five individuals received Certificate of Merit from the VLA.

The congress has elected a VLA Executive Committee Term 2011 - 2016 of 39 members, a Standing Committee of 13 members and an Inspection Committee of 7 members. The congress also assigned the responsibility to elect President, Vice Presidents, Standing Committee as well as assign tasks to each Executive Board member, Inspection Commitee to the new Executive Committee in order to quickly implement activities to well fulfill the congress’s resolution .

For the growth of VLA and Vietnamese Library profession, the congress appealed all association branches, joint branches and all members to be dynamic, creative and try their best to successfully fulfill the aims and tasks stated in the Resolution of the Congress of the Việt Nam Library Association Term II (2011-2016).
