The cataloguing rules Resource Description and Access (RDA) is the successor to Anglo-American Cataloguing rules, second edition (AACR2) and is designed for the digital environment in response to the changes and developments of the information resources. The birth of RDA marks a significant change, is an advance in cataloguing activity in particular and in the library science in general. It has therefore been officially applied in many major libraries in the world. The project translation and printing of RDA derives from the requirement to modernize the library-information activities, and for the purposes of enhancing the exchange and sharing of information, integrating into the world library community, and especially for the standardization of the technical processing activity.

Meeting the actual needs, and with the approval of the Ministry of Culture, Sports and Tourism, the NLV has signed an official agreement with the American Library Association, as the representative of the Co-Publishers for RDA, to translate the full version of RDA into Vietnamese. In July 2010, RDA was published, officially replaced AACR2. Since November 2013, after the extensive testing in a number of major libraries in the United Kingdom, Canada, the United States, Australia, the RDA 2013 revision, then RDA 2014 revision and RDA 2015 revision have been published. The RDA-Vietnamese edition is translated from the RDA 2015 revision web-based update.

Together with DDC 23, MARC 21, the RDA cataloguing rules will make a major change in the professional activity, and is the key for Vietnamese libraries to open the door for integrating into the world library community. With outstanding advantages in science, flexibility, adaptability to the digital environment, constant update, the RDA cataloguing rules will surely best meet the expectations of Vietnamese libraries.

Speaking at the launching ceremony, Ms. Kieu Thuy Nga, NLV director hoped that this important technical material would bring the chance for a significant change in the creation and using of bibliographic data in the libraries, contributing to boosting the efficiency of information exchange and international integration of the Vietnamese library sector.

During the year 2018, the NLV is planning to organize 4 training courses of using the RDA cataloguing rules for representative of libraries, library-information centers, special libraries and some library training institutions nationwide.
