Implementing project of developing National Standard "Information and Documentation: Radio Frequency Identification (RFID) in libraries"

To carry out the duty assigned by the Ministry of Culture, Sports and Tourism to the National Library of Viet Nam (NLV) on implementing projects of developing National Standards, in the morning of April 17, 2018, the NLV held a meeting to carry out the project on developing the National Standard “Information and Documentation: Radio Frequency Identification (RFID) in libraries”.

The project is developed on the basis of accepting "ISO 28560:2014 Information and Documentation - RFID in libraries". The standard consists of three parts, defining a standard data model and encoding rules for the use of radio frequency identification tags (RFID) for the documents that meet the needs of all library types including: national library, public libraries, academic libraries, special libraries and school libraries. Part 1 provides data elements and general guidelines for implementation. Part 2 and Part 3 describe the process of encoding and selecting frequencies, interfaces between RFID readers and library systems (or other applications) that are handled by SIP-2 and NCIP.

The goal of the project is to develop a unified understanding and method of implementing radio frequency identification (RFID) tags on encoding and converting information to identify items replacing barcode with the view to meet the requirements and operational trends of modern libraries which are increasingly aimed at users, help readers save time in searching and borrowing/returning books, thereby improving the quality of activities and efficiency of reading services in information-library agencies, at the same time helping reduce the number of staff in managing and operating the library system. Encoding RFID information according to the standard data model also contributes for better support the process of resources sharing among libraries, increasing the efficiency of library collection management.

At the meeting, Ms. Kieu Thuy Nga – the NLV’s Director, Project Manager, has introduced the project overview, goals, objectives, feasibility, methods of implementation and products need to be completed; announcing the list of members participating in the specialized technical subcommittee and the consultative team for compiling the National Standard "Information and documentations: radio frequency identification (RFID) in libraries".

The participants appreciated the way of implementing the project, the method of scientific work ... and the discussion focused on: Vietnamize wordings after translation; Update references, publish reference materials during the compilation of the standard; Create the environment for application of the standard... This is the basis for the specialized technical subcommittee to continue studying, supplementing, revising and finalizing the draft and project narrative of the National Standard "Information and documentations: Identification by radio frequency (RFID) in libraries ".

The project will be carried out in two years 2018-2019 and is expected to be completed and announced by the end of 2019.
