First symposium: Contributions to development of National Standard “Information and Documentation: Radio Frequency Identification (RFID) in libraries”

To carry out the duty assigned by the Ministry of Culture, Sports and Tourism to the National Library of Viet Nam (NLV) on implementing projects of developing National Standards, on December 28, 2018, the NLV organized the first symposium with the aim to exchange, discuss and receive comments of scientists, managers and experts in the field of library, information and standards for the 2nd draft of the National Standard “Information and Documentation: Radio Frequency Identification (RFID) in libraries”.

Overview of the Symposium

So far, there hasn’t been anyofficial documents on regulations and guidelines related to the standardofRadio Frequency Identification (RFID) in libraries in Viet Nam. This leadsto the unsynchronizedand inconsistentapplication of the RFID technology into library operation and management, causing difficulties in many processes, such as borrowing/returning materials, inventory, interlibrary loan... Therefore, research and development of the National Standard on Radio Frequency Identification (RFID) in libraries, specifically the establishment of rules for a data pattern and coding rules for the use of RFID tags for documents matchingthe needs of all library types is necessary and catches up with theoperation trend of the library information agencies around the world in the context of information technology is constantly changing and developing rapidlylike today.

The project is developed on the basis of accepting "ISO 28560:2014 Information and Documentation - RFID in libraries" will help the application of standards on technology are unifiedandimprovedthe operation qualityand user service efficiency among library information agencies; meet the requirements of standardization, integration and sharing with the international library industry. The standard consists of 03 parts, specifies a data standard pattern and coding rules for the use of radio frequency identification (RFID) tags for documents matching the needs of all librarytypes including: National libraries, public libraries, academic libraries, special libraries and school libraries. Part 1: Data elements and general guidelines for implementation. Part 2: Encoding of RFID data elements based on rules from ISO/IEC 15962. Part 3: Fixed length encoding.

Delegates of the symposium appreciated the proper way of implementing the project, from the accurate translation thatensured contentof the transmissionto serious, scientificand appropriate scientific criticism workingmethods of project members… The symposium has acknowledged and accepted 12 out of 42 comments from experts, scientists and management leaders. Beside those comments confirmimgthe importance of thestandardand stating contents of the Standard have mentioned new advanced technologies, some other comments focused on: Vietnameseization of words after translation; methods of applying Vietnamese standards in general and the Vietnamese standard on Radio Frequency Identification (RFID) in libraries in particular into practical situation of library in VietNamshould be considered; proposals of national standards in the field of library activities should continue to be developed...This is an important basis for the specialized technical subcommittee ofthe National Standard “Information and Documentation: Radio Frequency Identification (RFID) in libraries” to continue to study, supplement, revise and complete the draft and narrative of the standard.
