Implementing the decision bythe Minister of Culture, Sports and Tourism assigned the National Library of Viet Nam (NLV) to implement projects on developing national standards, on December 30, 2020, the NLV organized the first symposium to collect comments on thedevelopment ofthe National Standard “Information and Documentation – Open systems Interconnection – Interlibrary Loan Application Service definition”, led by MAKieu Thuy Nga, NLV director, as project manager. The symposium was organized with the aim to exchange, discuss and receive comments of scientists, managers and experts in the fields of library, information, standard for the 2nd draft of the Standard.

Attending the first symposium to collect comments on the development ofthe National Standard, there were delegates and experts: MA Nguyen Huu Gioi – President of Vietnamese Library Association, MA Mac Thuy Duong - Vice Director of Central Military Library, Dr. Ta Ba Hung – Head of National Standard Technical Committee TC46, former Director of National Agency for Science and Technology Information (NASATI); representatives of Science, Technology and Environment Department, Library Department – Ministry of Culture, Sports and Tourism (MoCST); members of the Advisory Board: Dr. Chu Ngoc Lam – former Director of Ha Noi Library, MA Cao Minh Kiem – Former Deputy Director of NASATI, MA Nguyen Thi Dao – Library expert of NASATI; members of the national standard editorial board; representatives of city/ provincial libraries, special libraries, armed forces libraries and academic libraries from Thua Thien Hue back to the north.

The development of the National Standard “Information and Documentation – Open systems Interconnection – Interlibrary Loan Application Service definition”derives from the actual needs of the library-information agencies as well as the information technology enterprises those are developing hardware equipment and application software for library activities in general and for the activities of exchange, circulation and interlibrary loan in particular.

The project is developed on the basis of accepting"ISO 10160:2015 Information and documentation - Open Systems Interconnection - Interlibrary Loan Application Service Definition". It is necessary and will help define an interlibrary loan application service to connect open systems, apply for information management software and information processing systems, meeting the needs of all library types to catch up with theoperationtrend of library information agencies in the world in the context of information technology constantly changingand developing dramaticallytoday.

So far, there hasn’t been anyofficial documents guiding the Interlibrary loan application service definition, therefore, the implementation of interlibrary loan is not consistent, causing difficulties for the implementation of this service, affecting the exploitation and use of information and materials of users and limiting the operation of the library activities in general. Therefore, researching and developing the National Standardfor interlibrary loan application service definitionhas an important practical significance. The application of this National Standard will contribute to reducing the cost of acquiring materials, avoiding duplicate investments, meeting user requirements quickly and conveniently, thereby improving the library operation quality and the efficiency of user services at the library and information agencies.

Delegates of the symposiumhighly appreciated the methodicalway of implementing the project, the accurate translation ensuringcontent transmission, thescientific, seriousand appropriate way of workingwith scientific criticism of project members…The symposium has acknowledged and accepted 19  speeches (35 comments)from experts, scientists and management leaders.Beside many comments confirmimgthat this is a particularly difficult standard related to the application layer that deals with very important and intensive new technologies, some others focusedon: Vietnameseization of words after translation; consider using new and modern terminologies as in the Library Law published on July 1, 2020; the NLV should have plan to organize activities to propagate and apply the standard after it is published; continue to develop and implement more national standards that are closer to the library field…

The contributions at the symposium arean importantbasis for the compilation board of the National Standard “Information and Documentation – Open systems Interconnection – Interlibrary Loan Application Service definition”to continue to study, supplement, reviseand complete the draft and narrative of the standard.
