In 4 days, from 6th to 9th September 2016, Vietnamese delegation including 04 officials of the National Library of Viet Nam and 02 officials of Binh Duong and Khanh Hoa Provincial Libraries attended The 2nd session of Project International Network of Emerging Library Innovators – Association of Southeast Asian Nations (INELI – ASEAN)

With the goal to continue to build a network of emerging library innovators, those who hold strong vision for the future of the public library system in Southeast Asia, the session brought together more than 60 delegates who are Directors of National Libraries and Presidents of Library Associations, library – information professionals, experienced library staff from 10 CONSAL country members.

The main activities in the session framework consist of workshops, group meetings, research outcome reports and cultural visits to some models of advanced libraries in the host country. In particular, the discussion of the Guardian and faculty once more time emphasized and clarified the role, functions and tasks of Project INELI-ASEAN; the session of the faculty provided students with the typical practice and examples of the collaboration and coordination of public libraries in the region; the session of the Innovators reviewed research outcomes of the group over the past year, summarized the knowledge gained through online learning modules and the application of this knowledge in the building of cooperation proposals; the plenum witnessed the groups presenting statements about 05 key issues: building the content and organization of advanced library services, creating attractive spaces for readers, measuring the impact of the library to the community, seeking support to construct appropriate programs for library activities, building collaborative relationships to promote community resources. Besides, the delegates also actively discussed the existing issues, limitations of the Online learning portal that needs to be overcome of the Project as well as the work plan for the next 2 years.

Also within the framework of this session, the Secretariat announced the website of Project INELI-ASEAN and discussed about the establishment of an information network for ASEAN public libraries (APLiN) on the issues of targets, missions, operation principles, operating mechanism and human resource.

During the session breaks, the delegates visited 06 advanced library models in Singapore, which are the vivid practical examples helping the delegates perceive many progressive ideas regarding the transformation of innovative library services, the smart practice of library space to promote the learning and discovery as well as the use of self services and modern facilities to help library makers have more time being engaged in learning and researching with the readers.

At the closing session, as the host country of the Project 3rd session, Vietnamese delegation delivered the speech to accept the hosting position, shown an introductory film about the National Library of Viet Nam and Ha Noi Capital and received the host flag. The 3rd session is scheduled to be held from 27th – 30th November 2017 in Viet Nam – on the occasion of the 100 year anniversary of the National Library of Viet Nam (29/11/1917 – 29/11/2017).

Being announced in Thailand in 2015, the Project of the International Network of Emerging Library Innovators – Association of  Southeast ASEAN Nations, known as Project INELI – ASEAN sponsored by Bill & Melinda Gates Foundation to the Congress of Southeast Asian Librarians (CONSAL) with the aim of improving leadership skills, building the network of emerging public library leaders in order to promote the cooperation amongst libraries in the Southeast Asian region.
